Starting a project with Shaft Encoder controlled PWM LED Dimmer

Hi,
I m going to start a programming on PIC12F629, 3 inputs , ( 1:on/off sw, 2:shaft encoder input 1, 3: shaft encoder input 2) 3 outputs, ( 1: Bright LED 2: Amber LED 3: Warm LED)
this is my first time using PIC, from microchip,
how to use shaft encoder decode to microcontroller input?
can someone suggest in ASM ?
